Management Team Meeting

As the ODA Convention was being disassembled across the street, the PFA Officers held their annual Management Team Meeting in the Board Room of the Renaissance Hotel on Sunday, April 29th.

President's Report

President William Winspear gave his President's Report. He said that in his travels, he has found that PFA enjoys a high international profile with strong support from its Fellows. The ''tyranny of distance'' from Australia has not proved to be as large a problem as once thought because of the efficient organization by Secretary General Richard Kozal and the travel guidance of Editor James Brophy.

After last year's election, President Winspear traveled to New Orleans with Trustee Karyn Stockwell, Editor Jim Brophy, and photographer Shirley Brophy to tour the Katrina disaster and meet with the Louisiana PFA officials. The result of that venture was to get equipment, instruments, and supplies donated to the New Orleans Board of Health.

In January, President Winspear traveled to attend the Georgia Section Weekend sponsored by Trustee Karyn Stockwell. Many Fellows volunteered their services for the ''Give the Kids a Smile'' campaign. Sixteen new Fellows were inducted.

In March, President Winspear participated in the Australasian Region's Breakfast Meeting in Sydney. Some 51 new Fellows were inducted.

Individual Trustees must take responsibility for the manner in which their regions are progressed. The President personally wrote them all asking that they work harder on membership and promote the Academy in their areas. This seems to have borne fruit.

In June we travel to Paris to be with Pierre Marois and Trustee Hubert Ouvrard to perform the Hall of Fame Installation of Plaques and meet with the Paris Section. Then on to London to meet with the Section Officers from Great Britain.

A positive response has been received from the FDI offering Academy representation in their General Assembly at the forthcoming FDI Congress in Dubai.

Secretary General's Report

Since the Las Vegas Meeting, the Central Office has mailed out the dues statements and more than 100 new Life Member notices. They have prepared 28 Dentist of the Year Plaques for the Section Chairs in 2006 and are preparing 14 more for this year. Five Outgoing Chair Plaques are being readied. The Senior Dental Students Certificate letters have been sent out to the U.S. and Canadian dental schools. A few have already responded.

In February, the international dues statements were mailed. A good response from the U.S. dues came into the lock box. Updated membership lists are being sent to all Section Chairs upon request. Any Section changes are asked to be sent into the Central Office. The Membership Directory is on the Web site and is constantly being updated at www.Fauchard.org/directory. Web site changes and upgrades are being performed regularly and visits to our site are growing.

The Management Committee continues to hold its quarterly conference calls in conjunction with the Budget and Finance Committee.

The Central Office has filed all the necessary paper work with the state of Nevada to act as a foreign corporation in Nevada. The financial statement of the Academy will be published in the local paper according to the law.

The Central Office is organizing the next Board meeting and PFA events for San Francisco this September. Be sure to make your reservations early. The Foundation will meet with the Academy as usual.

There are 1,239 Life Members in 2007 (up by 80, or 7%--the graying of the Academy). Donations to the Foundation are requested.

A check for $44,810 was delivered to the Foundation last March. Of this amount, $28,690 was contributed by U.S. Fellows; $1,235 was contributed by U.S. Life Fellows; and $400 from International Fellows. Total collections to date for 2007 are $30,325.

The current PFA pamphlet has been updated.

New Fellowship Certificate folders are available for presentation.

The Elsevier bills for Dental Abstracts and for Dental World are paid to date.

New Fellow nominations are at 181; 104 Certificates have been sent out for Induction Ceremonies, including the 51 for Australasia and 10 for Canada.

Constitution & Bylaws Committee

Chair Howard Mark has completed the compilation of this enormous effort and it is ready to be posted on the Web site.

Nominations Committee Report

President Winspear opened the discussion as a Committee of the Whole to select an incoming Vice President. Steve Hedund of Iowa, who had served since 2003 as Region 10 Trustee, and as Iowa Section Chair before that, was nominated for the position. William Goodman, Section Chair for Oklahoma, was nominated for Region 10 Trustee. Charles Eller of Southern California would become President- Elect. James Englander of Wisconsin would become President, with William Winspear of Australia as Immediate Past President.

Foundation Report

Foundation Executive Director Fred Halik reported a synopsis of the Foundation activities. Its mission is straightforward and uncomplicated. Funds contributed to the Foundation from whatever source are added to the original money corpus of the Brenes-Espinach legacy. The administrative group is a Board of Trustees composed entirely of past PFA Presidents. Dr. M. David Campbell is the current Foundation President.

The corpus fund is invested in various income-producing financial instruments by its Treasurer Bill Kort and its Investment Committee is working with their financial advisor at Bank of America.

Dr. Espinach's vision was that the proceeds derived from his estate be given through grants to worthy projects that are committed to providing funds to the underserved populations across the world and to dental student scholarships. The student recipients of these scholarships are selected by the individual dental school and approved dental schools and are currently about $1500. The guidelines for receiving a dental scholarship are that the student recipient demonstrate leadership and superior academic achievement.

In 2006, 50 grants were funded that amounted to more than a quarter of a million dollars. The Scholarship Program funded 65 monetary awards disbursing $100,000. The exact amount of money used is dictated by the IRS Rules related to not-for-profit organizations.

The human side of the Foundation activities reflect the hundreds of dental personnel who volunteer their time and energies to serving the dental need as well as the hundreds of children and dentally underserved adults who are rehabilitated to rejoin the mainstream of society and permit them to obtain employment.

The infusion of new money is absolutely essential. Without this our mission to continue in perpetuity cannot succeed. Foundation Vice President C. F. Larry Barrett's fundraising last year was tremendously successful. Membership in the $1000 Dr. Robert Shira Memorial Fellowship is growing. Personal memorials and scholarships are other modes of contributing that are increasing. We need to place more effort and emphasis on raising these funds in the coming year.

Awards Committee

Chair Charles Eller, the PFAVice President, headed the committee to select nominations for the PFA GoldMedal, the Elmer S. Best Memorial Award, the Distinguished Service Citation, the Dental Trade & Industry Award, and the PFA Certificate of Merit.

The Committee has recommended that Dr. Richard E. Bradley, ICD Registrar, be selected to receive the PFA Gold Merit Award.

Dr. Patrick Henry of Australia was selected to receive the Elmer S. Best Memorial Award.

The Distinguished Service Citation was selected to go to former PFA Trustee and founder of the PFA Hall of Fame, Dr. Joseph P. Cappuccio.

The Dental Trade & Industry Award goes to the Sullivan- Schein Dental Supply Company, to be represented by Stanley M. Bergmann.

Honorary Fellowship was voted for Stephen Hardymon of Washington.

The President's Award, nominated by the PFA President, was named as going to Brigadier General Gordon Rowell, past International Trustee for Australasia, and posthumously to past DWEditor Clifford F. Loader, a past PFA President (1978), with his sons, Clifford F. and Jeffrey D. Loader, accepting.

Hall of Fame Committee

Chair Kevin Roach reported getting the Hall of Fame caught up with the backlog of international nominees. He has scheduled Dr. Thomas W. Evans' induction for the University of Pennsylvania School of Dental Medicine Alumni Reception on 12 May 2007 at the Union League Club in Philadelphia.

Dr. Percy Raymond Begg of world-wide orthodontic fame had his Memorial Plaque formally installed into the PFA Hall of Fame at the University of Adelaide School of Dentistry. PFA President William Winspear, International Trustee Jonathan Rogers, and Section Chair Mark Sinclair officiated.

Dr. Maynard K. Hine will be inducted at the University of Indiana School of Dentistry Alumni Dinner on Friday, October 19th, in Indianapolis. Past PFA President Kevin Roach, Hall of Fame Chairman, and DW Editor James will attend.

Dr. Rafiuddin Ahmed will be inducted in New Delhi, India, late in 2007. Section Chair Anil Kohli and Section Secretary Theogaraj Samraj will officiate.

Dr. Edward Angle, of orthodontic fame, is being biographied. And Dr. Terence Ward of Great Britain is awaiting a venue to induct.

Past President Howard Mark did an inspection tour of our Wall of Fame at the Harris National Dental Museum at the University of Maryland. He reported that 14 plaques are there, currently located on the third floor with the staff offices and library. There is room for only two more plaques; the current ones are not easily read, and there are no biographies of those currently honored on the wall. This area is not conducive to being visited or viewed.

Another location is being promoted by the Museum that would give us more space and create an interactive electronic push-button display for biographies. The set-up cost would be $10,000 and no other honor organizations have signed on to the offer. Sixteen dental schools have.

Dr. Mark recommended that we not commit to this project at this time and the Management Team agreed.

Budget & Finance Committee

Chair James Englander developed the 2007-2008 budget with help from accountant Dan Jonker based on the financial report for 2006-2007. As there appears to be a shortfall in budgeted expenses and income, Dr. Englander proposed a $10 dues increase. Such a motion was made by President Winspear, seconded by Vice President Charles Eller and passed unanimously. This brings the dues up to $120 per annum. The initiation fee will remain at $150.

President-Elect's Report

Dr. James Englander attended the Chicago Midwinter Meeting last February with Secretary General Richard Kozal, International Trustees Ernesto Acuna and Dan Castagna, Editor James Brophy, and Past PFA President William Kort. Dr. Englander assisted Section Chair Chris Baboulos in honoring two dental students with the PFA Student Award Certificates of Merit. He also met with representatives of the Samuel Harris Museum of Dentistry to discuss long-range plans.

Dr. Englander has been active in developing a 2007-2008 budget for this meeting.

Immediate Past President's Report

Dr.Howard Mark has been following up on the PFA relationship with the Samuel Harris Museum of Dentistry pertaining to our Wall of Fame venue there. Dr. Mark will meet with Dr. Leslie Seldin, a Museum Board member, to discuss getting more room for our plaques and perhaps a better visible location. The prospect for doing such to our satisfaction is bleak.

The ADA Program, ''Our Legacy, Our Future'' was discussed. The ADA is attempting to create a coalition of all groups involved in education to help raise $1 billion over 7 years to assist in having an impact on the future of dental education. Dr. Mark thought that our commitment, in using our name for support, was not making any major policy commitment. But there was some debate to endorsing a plan that was not yet specified and granting carte blanche approval of an unknown situation. One comment was that it created another layer of funded bureaucracy. The Board agreed to proceed cautiously,with reservation, but granted our support for the time being.

The Constitution and Bylaws have been completed and were included in the meeting packets. With the new change adopted for nominating the incoming Vice President, the current President, the Immediate Past President, and the President-elect will choose the new Vice President at this meeting.

Editor's Report

Editor Brophy described his travel schedule that chronicles the various PFA functions in Las Vegas, New Orleans, Iowa City, Chicago, and Oklahoma City with additional events in Philadelphia, Paris, London, San Francisco, and Indianapolis. He noted that Dental World achieves more in-depth coverage for its articles and immediate photographs to put into its publication and send to other officers. As Editor attending such PFA events, this adds additional prestige to the event. The situation also lends itself to add a source for local officers to exchange information. The Editor has been a continuous resource for PFA information to local leadership.

Dr. Brophy requested that his photographer, Shirley Brophy, be recognized as a functioning member of the Dental World staff as she has been taking and processing our photos for 15 years. She has served in that capacity for the Illinois Dental Journal and for the Loyola University Dental Alumni magazine, The Bur. This recognition on our part allows her access to many closed dental functions. While the Editor is writing copy at the event, our designated photographer is able to take the pictures to record the images for posterity. This suggestion was adopted by the Management Team unanimously.

FDI Report

President Winspear received congratulations from FDI's Executive Director J.T. Barnard upon our recognizing FDI President Michele Aerden of Belgium with Honorary Fellowship at our 2006 Awards Banquet in Las Vegas last year. The photographs were published in their magazine Ferney Communique. upon our Las Vegas conferring Honorary Membership upon FDI President Michele Aerden from FDI Executive Director J.T. Barnard. The photographs from the ceremony were published in their magazine, Ferney Communique.

Dr. Barnard went on to entreat PFA to rejoin FDI even though there has been ''an issue.'' The ''issue'' was created by Dr. Barnard several years ago when he refused to consider crediting PFA for our failure to attend the Kuala Lampuur FDI Congress, which we had paid for, but due to the 9/11 disasters, were unable to fly there. The airlines returned our money; the hotels returned our money; but FDI, even when notified in advance of this peculiar situation, refused to do so. Editor Brophy attempted to negotiate ''comping'' our next year representatives as a solution. But this suggestion was quickly declined by Dr. Barnard before he had even received our letter.

The PFA Board reviewed our lack of representation at the FDI annual Congress. Formerly, our attendance amounted to sending two or three representatives that merely sat in the audience and listened to the business at hand--with no voting rights. With the loss of our registration fee that year of disaster, the PFA Board, at that time, determined that PFA was getting nothing in return for supporting FDI. The insensitive manner in which our request was handled by FDI had the PFA Board reach the unanimous conclusion to drop the expense of paying FDI dues and the cost of sending representatives to theWorld Congress. Of the other international honor organizations, only ADI sent representatives.

Since that time PFA has not attended the FDI Congress.

President Winspear had received correspondence from FDI asking us to reconsider our position. Thus, Dr. Winspear asked the Management Team to be able to pursue this new offer. Paying back dues was not an effective consideration.

Dr. Barnard responded quickly that the FDI Council would waive the 2006 dues as well. Only the E360 2007 dues are due. In his letter Dr. Barnard stated, ''It is important to reiterate that we believe that there is great scope for collaboration between the FDI and PFA on several fronts and we hope that it would be possible to explore such possibilities in the near future.''

Trustees' Reports

Region 3 Trustee Karyn Stockwell:

During the Georgia Section Leadership & Convocation, a Region 3 Section Chair Caucus was held with President Winspear, Section Chairs Georgia's Jay Harrington, Florida's Gary Herbeck, and South Carolina's Staci Gaffos.

Georgia Section installed Dr. Jay Harrington as their new Chair last February at their annual Leadership Conference and Convocation. Eighteen new Fellows were inducted into membership. Dean of the Medical College of Georgia School of Dentistry Dr. Connie Drisko was presented their Honor Award. Dr. Richard Callan was recipient of their Excellence in Education Award.

Virginia Chair Michael Link reported his Section hosting their annual luncheon last June 15th at the Norfolk Waterside Marriott.

Puerto Rico Chair Mario Rodriquez has had four new Fellows join his Section, thanks to the efforts of New York Section Chair Lynn Halik and Vice Chair Edward Feinberg. The new Fellows were inducted with the New York Section during a special luncheon held during the New York Dental AssociationMeeting last June 10th at the San Juan Hotel in Puerto Rico. University of Puerto Rico School of Dentistry Dean Yilda Rivera was the featured speaker.

Region 7 Trustee Ernesto Acuna

Trustee Acuna is attempting to host the 1st Latin America Scientific Meeting in 2008 to gather Section Chairs together to exchange experiences and advice, as well as formulate a unified Latin America Induction Ceremony. He hopes to sponsor the event during the 26th Sao Paolo Dental Meeting in January 2008, in which some 35,000 attend. Dr. Acuna, Secretary General Richard Kozal, and Dr. Raphael Baldacci, the Business Director for the Sao Paolo Dental Association, met in Chicago to discuss the possibility. Dr. Baldacci offered free PFA registration at the event, discounted hotel rates, and gratis meeting rooms. There will be a Scientific Program all the first day, then a Latin American Section Chair Caucus followed by the opening of the Sao Paolo Congress. In the evening there will be a Latin American Induction Ceremony and a Gala Dinner. The third day would entail attending the Sao Paolo Congress, with the fourth day open for cultural and tourist tours.

Region 8 Trustee Jonathan Rogers

The recent Australian Dental Association Biennial Congress was held with a successful PFA Breakfast on March 17th in Sydney. International President William Winspear and Australia Section President Mark Sinclair were present. Among other matters, Dr. Winspear discussed the upcoming Hall of Fame Induction of Dr. Percy Begg at a dinner in Adelaide in June 2007.

Forty-four new Fellows were inducted into membership.

Dr. Sandra Meihubers of New South Wales met last March with Dr. Fernando Jong of East Timor. Dr. Jong is the Senior Dentist in the Ministry of Health in East Timor. He is also the President of the East Timor Dental Association and has a private practice in the Catholic Health Centre in Dili, the capital of East Timor. He manages and coordinates dental services in his country. Oral health has a low country-wide priority. Dental services are limited due to few dental personnel, a low dental staff morale, few dental facilities, and a small government dental budget. The militia rampage in 1999 destroyed the telephone lines outside of Dili and they have not been replaced. Much the same can be said of the roads.

Dr. Jong was enlisting the help of volunteer dental programs to assist his country's dental needs, such as the 2004 AusAID funded dental programs of Drs. Terry Yuen and Richard Salter of Adelaide, Dr. Graeme Sexton of Perth, and Drs. David Sheen and Sandra Meihubers of Sydney. East Timor has no ongoing institutional, professional, or academic support from any other countries. Currently the dental workforce in East Timor is composed of five dentists and 36 dental nurses trained in a 3-year program in Indonesia. There is one maxillofacial surgeon specialist on contract from Cuba for the 1 million population, with 90% of them located in rural areas.

ICD and PFA met with Dr. Jong at the Australian Dental Congress to discuss how they can offer further support to the East Timor dental services. All this is very tentative depending on the East Timor Presidential Elections in April, the Legislative elections in June, and the rebel violence. Australia has been aiding East Timor with dental help, but Dr. Jong is trying to coordinate more volunteer efforts into his ravaged country.

Region 9 Trustee Mamoru Sakuda

There are nine Sections in this region, which are organized in separate independent countries. Language and communications are various problems in coordinating activities and information.

  1. Japan Section is very structured. Chairman Morioka hosts three Board Meetings annually with two newsletters and a journal every year. Four new Fellows were inducted this term. The 38th Japanese PFA Annual Meeting will be held in on October 20-21 in Sapporo, Hakkaido.
  2. Korea Section exchanges Delegates with the Japan Section in attending their annual Meetings. The new Chairman is Dr. Kim Jong-Won. Paying their annual dues with an aging membership has become a situation of concern.
  3. Philippine Section is very active in recruitment and holding outreach programs. Chair Diampo Lim held their annual PFA Luncheon last April at G-Hotel in Manila. The new Chairman will be Dr. Hermogenes P. Villareal. Twenty new Fellows were installed.
  4. Hong Kong Section's new Chairman is Dr. Homer Tso, succeeds Dr. Jeffrey Y.S. Tsang, who had been the Section Chair from 1983 to 2006.
  5. Singapore Section does very little and responds only once a year.
  6. Pakistan/Afghanistan Section's Chairman is Professor M.A. Soofi.
  7. India Section's Secretary T. Samraj is the key person and is now recovering from a serious illness. They have an excellent PFA Journal.
  8. Malaysia Section's Chair Arasu does not respond.
  9. Taiwan Section has not communicated with the Region's Trustee for years.
