3. May - June

Two Great Meetings for PFA

The Management Team held its Spring Meeting in California. The Committee members went through the financial statements with our accountant Dan Jonkers. We did have a small profit for the year; but what is truly amazing is that in two years, the Academy’s financial picture has totally turned around. This turnaround is a result of many of the policies put into place by Immediate Past President Kevin Roach when he was President-elect and Chair of the Budget and Finance Committee. Additionally, we went over a draft of the 2006 Budget, which will be presented to the Board in Philadelphia. The remainder of our time was spent looking at proposed projects.

One is a new Web site design developed by Mark Stanley, our Webmaster. Please check out the new look, which is now up and running at http://Fauchard.org.

A second project is a PFA Gala being organized by PFA Canadian Trustee Dr. Barry Dolman and being held in conjunction with the FDI Meeting in Montreal. We will be presenting the Elmer Best Award to Dr. George Zarb during the festivities.

A third project will be exploring the possibility of having a PFA Meeting in conjunction with the FDI Congress in China in 2006. Academy Vice President William Winspear and Region 9 Trustee Mamoru Sakuda will be leading this effort.

The Pierre Fauchard Foundation Meeting held at the Chicago Hilton Airport Hotel was another very productive meeting. The morning was spent looking at the financial picture of the Foundation. We looked at all of our investments and how they are performing, and established a budget for 2006. This will enable us to spend the Fall Meeting determining which grants we are able to fund. The afternoon was spent reviewing the Foundation Constitution and By-Laws, which will ensure the composition of the Foundation Board and governance.

Finally, I must end on a sad note. “Our amigo,” Bernardo Levit, passed away on February 23, 2005. He has been Region 7 Trustee since I have been involved in PFA. Please take a moment to read the Dental World tribute to him in this issue. (link)

PFA Web Site Report

Academy President Michael Perpich, along with the other Management Team Officers, has been working diligently to upgrade our site to one of the finest in the world. President Perpich believes that one of the best means of communicating with all our Fellows worldwide is through our Web site. He has personally been active in designing a better user-friendly access, nicer appearance, and a language translation.

The March report from our Webmaster, Mark Stanley, indicates that on the average for the previous four months we have had 25,000 visitors per month. The areas most visited are Publications, followed by Foundation, Inquiries, and Awards. The Doc Holiday article has held the most interest for visitors.

New improvements are Web “news” pages for each officer to update the membership on their activities, calendar items, and links to other sites. Editing the sites will be protected by individual passwords. You can check out this process by viewing the current pages at this location: http://fauchard.org/news/officers/index.html

New working e-mail addresses have been created using the Fauchard.org domain name, one for each PFA role or position.

International Trustee Bernardo Levit Passes Away

Dr. Bernardo Levit of Argentina had been serving as the PFA International Trustee for Region 7—Latin America—from the tip of Chile to the waters of the Rio Grande. Last Autumn, with the resignation of Region 1 European Trustee Pierre Marois, Bernardo became the Dean of the PFA Board of Trustees.

At that time, in one of our many quiet talks, he discussed his enthusiasm for PFA in South America and the changes he wanted to see come about as the economy down there began to improve. But age was creeping up on him as well. He confided that he also wished to retire, but he desired to sort out some Latin American problems before turning his Region over to a younger successor. He was not just a representative of our dental Academy. He voiced the feelings for the entire continent. He spoke only a few times at the Board Meetings, but when he did, everyone listened. His passion for the Pierre Fauchard Academy was obvious; his commitment was unquestionable; his dedication was ongoing to his last breath.

His sister, Ines Sara Levit, informed us that Sunday, 20 February, Bernardo was swimming at the pool of the Punta del Este Hotel when he suffered a sudden faint. He was assisted by the staff immediately but went into a coma as they rushed him to Cantegrill Hospital. It seemed that he had suffered from an unknown brain aneurysm. The next day, he was taken by plane to San Camilo Clinic in Buenos Aeries where his companion Esther Suli joined him and other relatives. But his condition was too far gone to repair. He died at 7:45 AM on Wednesday, 23 February 2005, without ever recovering.

He interacted well with all his Section Chairs. He attended many PFA and dental meetings representing our Academy. And at our meetings, he regularly attempted to convey the dire economic straits of Latin America that tied the hands of his colleagues to grow in numbers. Often he noted that those in South America who could afford to join our PFA mission in the world were not of the same selfless philosophy, and those who we would want for their dedication and commitment to our service were too poor to be able to join. He was caught in an ethics conundrum, as he practiced a high standard of morals strangled by the economy of his countries.

Dr. Bernardo Levit was a quiet, humble man. While his stature was slight, he cast a giant shadow across two continents and left huge footprints to follow in. He enjoyed dentistry. He loved his PFA companions. And he worked and lectured generously in research.

He gave a table clinic in Florida with a PFA member from Guatemala, Ivan Moldauer. They won first prize and donated the cash award to the PFA Foundation. When the Foundation Executive Director Shig Kishi died suddenly, Dr. Levit produced a CD memoriam to him as an e-book on Halitosis, donating the proceeds to the Foundation.

As a member of PFA for over 20 years and having served most recently as Dean of the Academy Board, he was facing the crisis of age beginning to take hold of his life. But he continued on. He spoke of retirement, but was talked into one more year.

PFA was not his only love. He traveled to many dental meetings, gave many lectures and table clinics, but always was recruiting those special individuals he thought worthy of Fellowship in our Academy.

He was a member of the American Association of Orthodontics (USA) for over 50 years, a Life Member of the Asociacion Odontologica Argentina, and Founder of the Sociedad Argentina de Odontopediatria as a specialist in odontopediatrics. Dr. Levit served on the Board of the Sociedad Argentina de Ortodoncia and was awarded Life Membership on their Tribunal de Honor. He founded the Sociedad Argentina de Periodontologia, eventually becoming a Life Member. Our Bernardo was a member of the International Society of Oral Breath Research.

Besides PFA, he had served in ICD as an Editor and Life Member and in ADI as Fundador and member. Dr. Levit was an International Member of the ADA and a Fellow in Alpha Omega International Dental Fraternity. He authored several hundred papers and had authored a book on halitosis printed in two languages.

When he passed away in Argentina on 23 February 2005, our Secretary General Richard Kozal was the first to inform the world in stating, “I am sad to report the passing of a fine and outstanding colleague of our profession. Bernardo will always be remembered for his continuing zeal and love of dentistry. I had the pleasure of knowing this kind and outstanding gentleman for more than 20 years. We will all miss his devotion to his fellow colleagues and to PFA. May God grant him ‘memory eternal.’”

PFA Vice President William Winspear noted, “He was such a fine gentleman whose dedication to the Academy was both long and extraordinary. He was a generous friend to all who knew him and an inspiration in the way he conducted his life—full of enthusiasm, loyalty, and vigor. The Academy has lost an important part of its existence. Bernardo will be greatly missed and never replaced.”

Past PFA Presidents Carl Lundgren, Jim Long, and Kevin Roach remembered fondly the special leather plaque Bernardo would present to each PFA President inscribed, “In appreciation for support of the Argentine Section of the Pierre Fauchard Academy.” And each had a touching story about enjoying his company in different parts of the world. Past President Nicholas Saccone, while he was PFA President, and his wife Jeanne visited Bernardo in Buenos Aires for the 100th Anniversary of the Argentina Dental Society. “Bernardo was the best host, the kindest gentleman, the best friend. That six-day visit became a highlight in our lives.”

One day a year, Bernardo sent us all greeting cards for Argentina’s celebration of “Friendship Day.”

Each and every Trustee, many past Presidents, and all his Section Chairs and friends from around the world have shared so many stories of this true professional—too numerous to relate here. But one thing is for sure, he touched us all.

Trustee Barry Dolman of Canada may have been the last of us to see him as they shared a ride to the airport after the Orlando Meeting. “It was amazing to see Bernardo so full of life at the crack of dawn with an energy and positive outlook we should all aspire to have. He was off to New York full of new ideas, business plans, and horizons to conquer. You remain in our hearts.”

Bernardo Levit, our friend, was laid to rest in Israel Liniers Cemetery on 3 April.

“Querido Bernardo, Vaya con Dios, Amigo. Te requerdo para siempre.”

—Past PFA president Gary Lowder.

The Academy’s Management Team Board Meeting

The PFA Executive Committee, 19 March 2005

L-R, William Winspear, Kevin Roach, Michael Perpich, and Howard Mark

The Academy’s Executive Committee, now named the Management Team, held their Board Meeting at the Hilton Garden Inn in Palm Springs, California, last March. In attendance were Academy President Michael Perpich, Immediate Past President Kevin Roach, President-elect Howard Mark, Vice President William Winspear, Secretary General Richard Kozal, Editor James Brophy, and Accountant Dan Jonkers.

The Meeting opened with all officers present participating in the Invocation. President Michael Perpich noted that he and President-elect Howard Mark had been working with our Webmaster Mark Stanley to improve the Web site and all our communications within the Academy in general. President Perpich had also reported attending the Georgia Section Leadership Conference, and he assisted in inducting 10 new Fellows into membership.

Secretary General Richard Kozal reported that the Central Office sent out 29 Dentist of the Year plaques in 2004. Two “outgoing” Section Chair plaques have been processed, and the 2005 dues notices have been mailed out. The Office also mailed out 54 letters to dental school deans for the Academy Senior Leadership Certificate and for the Foundation’s Scholarship Award to junior dental students. Updated membership rosters, Life Members, and the 2004 delinquent members list have been mailed to all Section Chairs. The Membership Directory is on the Web site, updated routinely, and can be printed out by Section. The Management Team continues to hold their quarterly conference calls in conjunction with the Budget & Finance Committee to keep the Academy in good financial condition. All the necessary paperwork has been filed with the State of Nevada to act as a foreign corporation in that State.

Life Member letters have been mailed out in response to such requests, which usually come in after the members receive their dues notices. The members must request Life Membership and indicate whether they wish to subscribe to Dental World and/or contribute to the Foundation. Foundation contributions were forwarded to the Foundation last February with the remaining amount to be sent before the end of the year.

Our Secretary General, in representing us at the Chicago MidWinter Meeting and attending the Illinois Section Luncheon, met with David Norris of the Howe and Hutton Law firm to complete our final corporate museum documents with IRS. This status will allow for donations to the museum by individuals to be tax-deductible.

The Meeting with the Illinois Section Chair produced a schedule for the coming year’s activities.

Secretary General Richard Kozal, as Treasurer, reported paying the Elsevier bill for our publications for 2004. He also noted that our 2005 Foundation contributions have exceeded those of 2004. All new Fellows inducted have been processed to date. The Academy has no outstanding invoices to be paid. The bank statements and financial report were included in the meeting packet for officer review.

Our accountant Dan Jonkers, of Dan Jonkers & Associates, reported that the Academy is financially sound. He was very impressed that the Board was able to achieve that success in only two years. He went over all the line item assets and liabilities of the Academy contained in the meeting packet with the Management Team and answered their questions.

The Academy’s Management Team Board Meeting cont'd

continued from above....

Foundation President Carl Lundgren’s report to the Academy Management Team was reviewed and they are doing very well in negotiating the vast investment swings of the economy.

The 2005-2006 Nominations Committee Report from Chairman Kevin Roach, the Academy’s Immediate Past President, was approved with Michael Perpich automatically becoming our Immediate Past President, Howard Mark becoming President, William Winspear to become President-elect, and International Trustee James Englander of Wisconsin to be nominated for Academy Vice President. International Trustees nominated were for Region 4, former Indiana Section Chair Ray Maddox; for Region 7, replacing the late Bernardo Levit, Mexico Section Chair Ernesto Acuna; and for Region 9, renominating Trustee Mamoru Sakuda of Osaka, Japan.

The Management Team went over the Academy publications with Editor James Brophy. Together they designed a new focus for the coming years in the direction of the publications, particularly Dental World.

The Awards Committee Report by Chairman James Englander was approved. Dr. George Zarb will receive the Elmer S. Best Award during the FDI/PFA Meeting in Montreal, Quebec, this August. The PFA Gold Medal was approved for Dr. Dushanka Kleinman. Honorary Fellowship for Dr. Malvin Ring was nominated by Foundation Executive Director Fred Halik. The Distinguished Service Citation for Dr. Jeremiah Lowney of Connecticut was nominated by Academy President-elect Howard Mark and Section Chair William MacDonnell. The Dental Trade and Industry Award of Recognition for the G.C. Corporation, President and CEO Makoto Nakao was nominated by Trustee Mamoru Sakuda. The nominees from the Committee were accepted by the Management Team.

The Hall of Fame formal Installation of two additional dental profession leaders will take place at the Paris venue at the Conseil de l’Ordre des Chirurgiens Dentistes headquarters on June 15th with the PFA Academy leadership in attendance.

The Meeting then addressed updating the Strategic Plan authored by Chairman Howard Mark.

President Michael Perpich demonstrates the new Web site to the Management Team—Howard Mark, Kevin Roach, William Winspear, and Richard Kozal

The Regional Trustee and Section Chair reports submitted were reviewed.

The Section Chair Caucus at the October Meeting was designed to also have a working lunch with the attending Chairs and the Academy Board and Officers.

Housing and activity scheduling for the 2005 October Meeting were discussed. We hope to be scheduled at the ADA HQ Marriott Hotel in Philadelphia. Also considered were the different dates and arrangements for the situation in attending the 2006 ADA Meeting in Las Vegas. The Secretary General will host a museum tour. The 2006 Interim Meeting of the Management Team was scheduled for April in Anaheim, California, to coincide with the California Dental Society’s Annual Scientific Session and our Southern California PFA meeting.

The updated Web site is being worked on with the input of new ideas and technology. Particularly of interest was the availability to have the site translated in other languages. President Perpich has been especially concerned with modernizing it on the cutting edge of technology.

The Management Team then held individual reviews with the Secretary General and with the Editor to go over future policy directions in exchange of ideas and problems they faced in their positions.

The General Robert B. Shira Memorial Dental Clinic

Dr. Robert B. Shira, the late President of the PFA Foundation, was honored by the military service in having the Fort Polk (Louisiana) Dental Clinic named after him. Fort Polk was opened as a military facility in the 1960s, and the dental clinic was opened in the 1980s. As a rule, the dental clinics are assigned numbers, but the Department of the Army chose to honor this great man by naming a dental clinic after him. Major General Joseph Webb, Jr, the Deputy Surgeon General and Chief of the Army Dental Corps, officiated.

A bust of General Shira was placed at the entrance to the clinic and a dedication plaque was mounted on the wall.

Dr. Shira’s daughters, Linda Kay O’Hara, Sharon Swanson, and Mary Ann Irvine attended the ceremony with Colonel Thomas MacKenzie, Fort Polk Army Commander of Dental Activity; and Major General Joseph Webb, the Army’s Deputy Surgeon General.

From the Office of Congressman Charlie Norwood…

Just a thought about States cutting back on dental Medicaid, that I pose this question to you. How many illegal immigrants are receiving services from your State’s Medicaid Program? If we quit furnishing services to people who should not be in this country, would the States still have to gut programs for American citizens? I mention this partly because the mandate to pass the Intelligence Reform and Terrorism Prevention Act, in its final form, the Senate eliminated key provisions on illegal immigration that would have strengthened our national security and enforced our laws. For example, illegal terrorists obtained 63 driver’s licenses.

We are again pursuing our four bills to give you some relief from OSHA. You may review them at our web site: www.house.gov/norwood. This year, we will have help in the Senate. Georgia’s junior Senator Johnny Isakson, an original cosponsor in the last Congress, is now Chairman of the Senate Committee that has the same jurisdiction over OSHA as does my subcommittee in the House. Senator Isakson is going to introduce these bills in the Senate. The House Bill numbers are HR 739, HR 740, HR 741, and HR 742. We do not know the Senate bill numbers yet, but when we do, it would help us if you would call your Senators and urge them to support these bills.

Have you ever heard of a Dental Health Aid Therapist? Neither have I. And I am reliably told that no dental school in this country has a Dental Health Aid Therapist. The term was established by the Indian Health Service of Alaska.

They are high school graduates trained for two years in New Zealand to practice dentistry in Alaska. While that State does have some serious challenges in providing dental care to their residents related to terrain and climate, sending untrained persons into the field is no way to solve this problem. Congressman Dan Young of Alaska agrees with me and understands our commitment “to do no harm.” Medics, Corpsmen, and Dental Associates or Aides can help, but there must be certain set performance procedures. The ADA and several Congressmen are active in straightening this situation out.

I did not receive the Health Subcommittee Chairmanship on the Energy and Commerce Committee. I was told that it was strictly a seniority situation. But I am next in line in seniority and there will be openings next term.

Georgia is redrawing the Congressional Districts again. In the last decade, I have been in four districts. This time I will face an incumbent trial lawyer funded by them and the Democratic Congressional Campaign Committee. It will be a difficult fight, but I will need your support. Help can be sent to me at P.O. Box 499, Evans, Georgia, 30809.

Thank you all for the cards and letters about my lung surgery. They placed a new lung in and I am still on oxygen because of a little damage to the phrenic nerve that works the diaphragm. I am assured that the situation will heal itself this year and I will be back at 100%.

Come visit me when you are in Washington. And, as you know, I send this report out to you and your editor at no cost to the taxpayers. It is entirely at my expense and the help of the contributions you support me with.

Charlie Norwood, DDS

PFA Section Grants Available

Projects in which a significant number of PFA Fellows participate, and in which the Academy Section has control of the project, may be awarded up to $5000 each.

Some recent examples are:

Toothprints – a program to identify lost or abused children. For this, the Massachusetts Section of the PFA, under the Chairmanship of Dr. Norman Becker, received a PFA Foundation grant of $5000 in 2003. A child bites into a thermoplastic wafer, which becomes a record of his/her occlusion and also contains the DNA of the saliva. The child is also fingerprinted and video taped. The entire package is then sealed in a bag and give to the parent.

• In 2004, the same Section, under the direction of Michelle Sanford, received another grant of the same size to create, print, and mail a calendar on smokeless tobacco to be displayed in 375 high schools throughout Massachusetts. A contest is held for high school teens to create a picture or painting depicting the negative health effects of smokeless tobacco.

• The Japan Section has provided oral health care for the elderly who live in far isolated islands in the Nagasaki Region who are unable to obtain dental services.

The services include examination, instruction, dental treatment, and prophylaxis. This program was under the direction of Trustee Dr. Mamoru Sakuda and Section Chairman Dr. Tsuneaki Kuwahata.

• The Kentucky PFA, under Chairman Dr. Karl Lange, participated in a dental care program with the Kentucky State Fair where 1500 children were served. Last year, 750 dental volunteers provided hygiene education and sealants for the participants.

• The Connecticut PFA Section provided free dental care to the needy children where dentists donate office space to periodic sessions manned by dentists and hygienists. This was under the direction of Chairman William MacDonnell. The funding covered the educational materials and supplies.

Over the last 10 years, the PFA Foundation, YOUR Foundation, has disbursed over $3.5 million for service grants and scholarships.

A simplified Section grant request form can be provided to the Section Chairperson by contacting Dr. Fred Halik, the Foundation’s Executive Director at FPFA@Rochester.rr.com. The deadline for applications is 1 June 2006. If your Section is not ready for this year’s deadline, you are invited to put together a program during the year and apply the following year. The Section grant requests have a high priority in the Board review.

Remember that these grants require a high percentage of participation by the PFA Fellows themselves.

Foundation Board Workshop Meeting

The Foundation Board of Trustees at their Workshop Meeting

The Foundation Board of Trustees met on Saturday 9 April 2005 at the Chicago O’Hare Hilton Airport Hotel to conduct Foundation business matters. They approved the Minutes of the 2004 Annual October Meeting in Orlando distributed by Executive Director Fred Halik by mail.

Investments that fund the service grants and the student scholarships were a main source of consideration by the Foundation Board of Trustees as they met for their interim “Workshop” Meeting. Stock and bond markets and their fluctuations may have an effect, of course. The 2004 Financial Report and the 2005 budget were reviewed by Treasurer Bill Kort.

Remembering that the bulk of the endowment funds of our Foundation came from a $5 million bequest by a Costa Rica PFA Fellow, Dr. Fernando Brenes Espinach, the Board authorized the final grant payment to the Costa Rica School of Dentistry for the development of their new Data Processing Center. This project follows the grant to the PFA Section for their recently completed Multimedia Teaching System. The PFA Section leaders are past Chairman Dr. Mario Rodriguez Cordero and Chairman Ronald de la Cruz.

Dr. Larry Barrett, who chairs the Fundraising Committee, named Academy President Michael Perpich and Editor James Brophy to serve on his committee.

The afternoon session concentrated on Academy President-elect Howard Mark’s suggestions for amendments to the By Laws.

The Grants Committee, under Chairman Gary Lowder, reviewed their program for grant applications that will come to the Board at their October 2005 Meeting.

President-elect Howard Mark attended the PFA Section Meeting last February to present Dr. Gordan Stine, accompanied by his wife Barbara, with the PFA Presidential Award in acknowledgement for his lifetime service to his profession, to his community, and to his State. There were tears in Dr. Stine’s eyes as he accepted the award, saying that it had been a labor of love, enhanced by the support of his great wife and two sons throughout the years. Dr. Mark noted that Dr. Stine was truly an individual to be emulated as an example for others to follow. And it was a great honor to be recognized by PFA in front of his some 30 colleagues at the event.

The Section then installed their officers and new Board of Directors for the coming year. They then honored Dr. Dan Sneed with their 2005 Distinguished Dentist of the Year Award.
