Morinosuke Chiwaki was born on 1 February 1870 in Tokyo where he spent his boyhood years. He was educated at Keiogijuke (now the Keio University), graduating in 1889 when he then entered the Takayama Dental School in 1893. By 1895, he had qualified as a dentist. By 1898, he moved to China to practice in Peking and Shanghai, but he returned to Japan a year later. In 1900, he succeeded Dr. Kisai Takayama, Dean and Founder of the Takayama Dental School, which later became the Tokyo Dental College. Dr. Chiwaki served in that capacity until his retirement in 1943.
He was zealously devoting his untiring efforts toward improving the institution, which stands today as a unique monument to his energy and sacrifices.
He also maintained a private practice in Tokyo until 1914. After that he devoted his entire efforts to dental education and to organized dentistry, which was in its infant stage in Japan.
In 1903, Dr. Chiwaki and some of his colleagues formed the All Japan Dentists Society in which he served on the Managing Committee. He was chiefly responsible for bringing about the 1906 Dental Law, which established the standard of dental education and practice.
Since its founding, the All Japan Dentists Society has undergone many alterations and is today the Japan Dental Association. At the time of its founding until the end of World War II, membership was compulsory for all dental practitioners. Dr. Chiwaki was its President in 1919 until 1946. He served on many committees of various government organizations representing the dental profession. He was on the Central Board of Health, and on the Investigation Board of Social Insurance. He also represented dentistry on the Board of Promotion and Investigation of Pharmacies in the Home Office, as well as on the School of Hygiene Investigation Board in the Ministry of Education. In 1895, he began editing and publishing the Shikwa Gakuho, a monthly dental publication, in which he served as Editor until his retirement in 1943. That journal is the oldest of its kind in the academic field of Japan.

Dr. Chiwaki was President of the Japan Odontological Society from 1912 to 1916. During that period, he also served as President of the Dental Section for the 4th Japan Medical Congress. The Emperor recognized his service to the dental profession by decorating him with the Fifth Degree of the Sacred Treasure in 1924. He received a Commendation from the Minister of Education in 1928 for his splendid services to the educational world.
Dr. Chiwaki was eagerly interested in the progress and welfare of the International Dental Federation since its beginning. He served on the Executive Committee representing Japan. He was President of the Japanese National Committee.
He was elected an Honorary Member of the French Dental Association in 1908 and of the Paris Dental Society in 1922. He served as Honorary President of the 7th and 8th International Dental Congress in 1926 and in 1931.
Dr. Chiwaki traveled the world extensively in 1922. During that trip, he came into contact with many eminent dental educators. Loyola University of Chicago conferred on him the Honorary Degree of LLD through the U.S. Ambassador in Tokyo in 1925. At the 1933 Chicago Centennial Dental Congress, busts of world-famous dental celebrities were exhibited. Dr. Chiwaki was among those of Drs. Pierre Fauchard, G. V. Black, Truman Brophy, Fonzi, Harris, Mammery, Miller, and Tomes. This was a deserving tribute to the lifelong endeavors of Dr. Morinosuke Chiwaki. That was their Hall of Fame of that day. Now, the Pierre Fauchard Academy has placed his plaque in a permanent place of honor at their venues in Paris, Baltimore, Chicago, and at the Tokyo Dental College.

Congres annuel de la FDI

The Awards Committee, chaired by Trustee James Englander, has approved Dr. George A. Zarb of Toronto to receive the 2005 Elmer S. Best Award to be presented in Canada in August in conjunction with the FDI/PFA functions. The PFA Board of Trustees has approved the committees recommendation.
Elmer S. Best Award Presented to Professor Zhang Zhenkang
During the Third Beijing International Stomatology Planning Scientific Conference on 22 October 2004, Dr. Zhang Zhenkang, the Honorary Schoolmaster of Peking University School of Stomatology, received the highest PFA Award at the Friendship Hotel during the PFA Awarding Ceremony. Professor Zhenkang is the first Chinese Stomatology expert to receive this high Award.
The Elmer S. Best award was established in the name of the Founder of the Pierre Fauchard Academy to memorialize him as well as to honor those recipients meritorious of receiving such an acclaim.

Dr. Frank Braun, Section Chair of Germany, made the presentation and praised the work and excellent achievements that Professor Zhenkang has made to his countrys dental program and to the profession of dentistry.
An interesting footnote to our awardees credentials is that he serves as Associate Editor for Colgates Oral Care Report and is listed on the masthead immediately below our past PFA President Kevin Roach, who is also an Associate Editor of the publication.

ADA News Notes PFA Hall of Fame
The ADA News had an article with picture of the induction of Dr. Frederick S. McKay into the PFA International Hall of Fame in Vail, Colorado, during the Colorado Dental Associations Awards Luncheon. Present to make the presentation and formal installation were then President Kevin Roach, Hall of Fame Chair, and past PFA President, Raymond Klein, Colorado Section Chair Bonnie Ferrell, and Editor James Brophy.
As past PFA President Nicholas Saccone put it, in commenting on the excellent press coverage, This is just what Joe Cappuccio envisioned when the original Hall of Fame Committee was formed in achieving PFA exposure and honoring the legends in the history of dentistry.
