In the year that the Pierre Fauchard Academy can proudly boast of reaching its “three score years and ten,” I am honoured to be elected as its President. Whilst I have had several years to prepare for this responsibility, I could never have imagined the support and encouragement I would receive from Fellows throughout the world on assuming this position. I am grateful to the Academy and its Fellowship for affording me this never-to-be-forgotten opportunity.

One of the pleasures of belonging to the Academy is meeting dentists who share a common spirit—or as the French so elegantly refer, an esprit de corps. Many of these colleagues have become close friends and have generously nurtured my progression within the Academy.

There is one Fellow, above all, to whom I owe so much—Brigadier A. Gordon Rowell, AO, CBE, ED (RL), Recipient of the Elmer Best Award.

Gordon Rowell is not only one of the truly revered members of the Australian dental profession, but he is also widely admired for his important contributions to world dentistry. I have been indeed fortunate to have Gordon as a teacher, a mentor, and a friend during my career. He is the inspiration for my becoming involved in the international arena of dentistry; it was his gentle inducement that gave me the confidence to explore the possibilities outside the comfort of my familiar professional surroundings. I will always be indebted to Gordon and his gracious wife Jeanne for their unfaltering faith in me and my endeavours.

Also, I record my appreciation for the warm wishes I had received from the Fellows of the Australasian Region, of which I am extremely proud. Its vibrant profile attracts much interest Down Under, which bodes well for its continuing growth. I commend its International Trustee Jonathan Rogers and Chairman Mark Sinclair and his Executive for their collective commitment to the Academy.



Since attending my first Meeting of Trustees, as an Alternate in 1995, I have enjoyed the harmony and steadfastness of sequential Boards; I have been motivated by the Presidents under whom I have served, as well as being continuously enlightened by the diversity of views that have been held by my fellow Trustees.

Throughout this time, I have been assisted by so many people in so many ways. I particularly wish to acknowledge Past Presidents Michael Perpich and Kevin Roach for their wise counsel, and Richard and Judith Kozal and James Brophy, on whose informed guidance I constantly rely.

During the past 12 months, the Academy has been exceptionally well served by the Presidency of Howard Mark. Howie has steered the organisation to its next level of development with the setting of a forward-looking strategic plan and has reached out to the Fellowship for its input in the framing of future policy initiatives. We have all been motivated by Howie’s indefatigable enthusiasm and are most appreciative of his dedication to the Academy.

In closing, I congratulate James Englander and Charles Eller on their respective appointments as President-Elect and Vice President and welcome Daniel Castagna from Northern California, Joseph Harris from Detroit, and Karyn Stockwell from Georgia as Trustees of the Academy. I also pay tribute to Robert Hart, who has completed his term as Trustee of the Southeast Region of the United States. Bob’s distinguished service coupled with good humour will be forever remembered.

I am certainly looking forward to my year as President, secure in the knowledge that I can always rely on … a little help from my friends.

Academy Annual Board Meeting

16-18 October 2006, Las Vegas


The PFA Annual Meeting of the Board of Trustees was held during the 147th annual ADA Session in Las Vegas, 16-18 October, in the Four Seasons Hotel. President Howard Mark rapped the gavel down and dove into the agenda. In his President’s Report, Dr. Mark noted the change in the attitude and commitment of the Board during the past four years due to the forward-looking and activist leadership. The Management Team concept fostered by past Presidents Kevin Roach and Michael Perpich strengthened the ability of the officer cadre to react to global situations. The relationship of the Board and the Secretary General has improved in a very positive fashion by becoming more cohesive and compatible. Continuing change is always healthy in this context, particularly as the goals and mission alter in complexity. This is vital to the reputation and stature of the Academy. The Trustees of the Board must continue to undergo change and take more responsibility for their various Regions if PFA is to remain a valued organization. Trustees must monitor the activity levels from Section Chairs they have chosen to be sure that they carry out the charge of their office. The grassroots areas of any organization are where the action is and where the future truly lies.

“As President, I leave the charge to you rising in the ranks to (1) do a thorough review and analysis of the Strategic Plan with the idea of strengthening it and re-prioritizing the central issues; (2) study the financial structure to improve its stability and foster communications and activity among the Sections; (3) improve electronic communications to be ready for the future, collecting e-mail addresses to more quickly disseminate our message to everyone; (4) evaluate our leaders and officers so they can be informed about their potential shortcomings and given assistance to improve; and (5) upgrade our international relations as that is our future, and the future of the world.”

Foundation’s Report to the Academy

President David Campbell reported on the April Interim Meeting held in Chicago that cleared up much of the Foundation’s busy work and went over in-depth their investment portfolio with Bank of America Financial Advisor Frank Buchholz.

During the summer, Treasurer-emeritus Dr. George Higue had completely retired and closed his business office where the CPA and the accountant had been handling the investment books and Foundation checks. Dr. Kort had to continue to maintain the financial business of the Foundation while attempting to secure the services provided by Dr. Higue closer to Dr. Kort’s office.
Since the Fund Raising Appeal, initiated by Dr. Larry Barrett, was approved at the April Meeting, he has moved swiftly in getting the project off the ground. Letters were sent to all U.S. Fellows and some International members asking for contributions to the Foundation’s principal to increase income off the interest to continue to fund the dental scholarships and the dental grant projects to the same extent as they had been doing off the higher income from the investment earnings. Dr. Barrett’s efforts have been wildly successful due to the continued generosity of our membership and officers.

As the source of the Foundation funding comes from the monies left to it in the will of Dr. Brenes-Espinach and those funds raised through voluntary donations from the Academy members, the Board of Trustees of the PFA Foundation are very concerned about their protection and further growth in order to continue to serve the tasks assigned to them. Every opportunity they have to review the course of financial affairs in the volatile marketplace with their expertise, they make themselves available to do so. At this meeting, as the others in the past, a substantial amount of time will be spent going over the investment portfolio and making course corrections as necessary.

Secretary General’s Report

The Central Office is constantly updating and refining the PFA database to stay on the cutting edge of tomorrow’s technology. Our Web site is being modified regularly to facilitate easier access for all in discovering what PFA is and how to move around inside it. Elsevier (publisher of Dental World and Dental Abstracts) works closely with the Central Office to confront problems immediately and work out the bumps.

Dues statements have been mailed out since last March for 2006. Most Sections are paid to date, except the Korean Section. Individual dues statements for 2007 will be in the mail in November. The one-time Initiation Fee of $150 USD will remain the same. U.S. dues for 2007 will be the same at $110, with a request for a voluntary $20 donation for the Foundation. International dues will remain at $100 USD with the same donation request for the Foundation.

So far this year, the Central Office has prepared 18 Outstanding Dentist plaques for presentation by the Section Chairs. Five retiring Section Chair plaques have also been prepared and sent out. Requests for Fellowship Certificates, new neck ribbons, and PFA keys are available for the local Induction Ceremonies. Presenting these at a small intimate affair with Fellow dentists has proven to be more personal and successful in stressing the importance of PFA Fellowship.

Last January, 54 letters were sent to the dental school Deans asking for student nominations to receive the Student Certificates for the graduating seniors. 62 were prepared and sent out.

PFA has 1378 current Life Members, with another 42 invited to become Life Members this year. Life Members per se do not receive Dental World, unless they pay the subscription fee. 43 of the participating Life Members with subscription are honorary and receive complimentary subscriptions.

The Central Office continues to arrange and host the quarterly conference calls for the Budget & Finance Committee to review the current up-to-the-minute financial information of the Academy.

The annual Corporate Report is filed in the State of Illinois. As a Foreign Corporation operating in the State of Nevada, PFA is required to file the necessary legal documents there as well along with publishing the PFA financial statement in the Las Vegas Review Journal.

The annual financial review by an independent accounting firm was completed in March. The report of that review is forwarded to the Academy President and the Academy Budget & Finance Committee. The report stated that PFA’s books are all in order.

Delinquent 2006 U.S. dues statements were mailed out already. Final 2006 notices will be sent in late November to the International Fellows before they are dropped from the membership rolls.

The Fauchard Dental History Museum continues to grow with donated antique dental items. Museum visitors have commented very favorably about the learning experience, and last May the museum was featured on a local Las Vegas TV program. The UNLV exhibits at the School of Dental Medicine are now completed.

The initiated dues rebate program has had eight Sections request funds in 2005 based on their paid members for a total of $10,370 returned for their local programs.

The 2006 dues rescindment program for Katrina Disaster victim dentists totaled 23 Fellows. We know that there were more who just continued to pay their dues instead, and we thank you.

From the financial aspect of the Central Office activities, all the bills have been paid as of 31 August 2006. The only other outstanding bills will be for the Las Vegas Annual Meeting and the final Elsevier bill.

Total new Fellows for 2006 amount to 313 new members. This is down from last year’s total of 455. 2006 voluntary Foundation contributions to date are $37,960, with 96.5% coming from U.S. Fellows.

The Academy accountant, Dan Jonkers, has been refining our financial data into understandable English so as to be of more relevant meaning to the officers. The Financial Statement and bank reports are attached to this document for the PFA records. In accordance with our Constitution and ByLaws, the independent review of our financial matters was completed and filed in March for all the officers


Budget & Finance Report

The finances for 2005 and those of 2006 to date were discussed and reviewed as they impacted the budget for 2006-2007. The next year’s budget was presented and passed.

Membership Report

Secretary General Richard Kozal presented the membership report as of 30 September 2006. A breakdown of the members in each State Section and their status was included for the some 5054 U.S. Fellows. The same data were presented for the 1878 International Fellows. These are fluid numbers as they change daily due to new members being inscribed on the records, resignations, retirements, and deaths.


Constitution & ByLaws Committee

The changes suggested for the ByLaws were discussed and approved at the Management Team Meeting in Anaheim earlier this year. Here they were presented for full Board approval. They were approved by the Board of Trustees and will be included in the future documents of the Academy.

Nominating Committee

Chair Michael Perpich presented names for nomination to the following offices:

• President William Winspear automatically accedes to nomination from President-elect

• Immediate Past President Howard I. Mark automatically accedes to the office from President

Publications/Web Site Committee

Chairman James Englander suggests that there be three subcommittees of this committee to have better control over the specific activities in each category: (1) Publications—to include all Academy printed material; (2) Publicity—to generate public relations to our Fellowship, to the profession, and to the general public; (3) Web site—to deal exclusively with maintaining and upgrading our on-line presence. The Secretary General, our International Editor, and our Webmaster will be permanent members of these committees in the areas of their expertise.

Currently, the effort to collect the e-mail addresses of all the members is under way as the direction of our times will be focusing more and more on electronic communication over the printed word. This will be some time in the future and, right now, Dental World remains the primary tool for communication within the Academy.

It has been suggested that Section Editors aid in generating more communication within our organization. Since technology is rapidly overtaking the current-day scene as we convert from a paper world to a paperless one, a long-range strategic plan for the goals we want to be part of would seem to be in order.

Awards Committee

Chairman James Englander noted that our ByLaws mandate that we hold a ceremony during our annual meeting for the purpose of awarding the PFA Gold Medal to a U.S. individual who meets the requirements for this award. This year, Dr. Rex Ingraham was selected for this honor.

The Elmer S. Best Memorial Award is given to an individual outside the U.S. who has the same qualifications as the PFA Gold Medal. This year, Dr. Pierre Machtou was so selected and presented the Award last June in Paris, France.

The PFA Distinguished Service Award was elected to be given to past PFA Presidents H. Raymond Klein and Carl Lundgren.

The Dental Trade & Industry Award of Recognition may be presented to honor an outstanding leader in the dental industry. This year, the company selected was Dentsply of Canada, with their Vice President George Rhodes receiving the honor.

Honorary Fellowship is sometimes presented when a special occasion to honor someone’s contributions comes at hand. This year, FDI President Michele Arden of Belgium was so honored.

Hall of Fame Committee Report

Chairman Kevin Roach presented the list of approved and awaiting formal induction into the Hall of Fame as: Dr. Terrence Ward, Dr. Maynard K. Hine, Dr. Rafiuddin Ahmed, and Dr. Edward H. Angle.

Other Hall of Fame nominations were presented as Dr. Raymond Begg of Australia and Dr. Thomas W. Evans of Pennsylvania.

Dr. Roach, with the approval of his committee, has appointed Dr. Malvin Ring to serve as Dental Historian Consultant to the Hall of Fame Committee and to the Academy.

Vice President James Englander was the Management Team representative with Section Chair for Georgia Karyn Stockwell being the Caucus Chairman. Their report was not finalized at the time of this submission.

Officers Reports

President-elect William Winspear noted that this past year has been one of consolidation for the Academy as it successfully embraced new business practices and policy initiatives.

Vice President James Englander has been heading up crafting the Publications/Web Site Committee to confront the problems of the future that PFA might be best prepared to negotiate successfully. The other Committee Dr. Englander has been managing for some years now is the Awards Committee. He has established the awards process on solid footing by establishing and refining the guidelines for presenting which awards to whom and in what context. The goals for next year will be membership recruitment and retention.

Immediate past President Michael Perpich has been active in redesigning the PFA Web site in preparation of today’s future. These past four years, from those bleak beginning days in New Orleans, have written a story of success and growth with the Management Team and the support of the staff.

Fellowship Committee

Chair Ernesto Acuna outlined his committee’s charges as (1) clarification of the criteria for selection of new Fellows; (2) how to discover prospective members; (3) providing assistance to Section Chairs to induct 5 to 10 new Fellows on an annual basis; and (4) suggesting means of retaining existing Fellows.

Trustee Mamoru Sakuda has replied that in the Japan Section ByLaws it states that “A candidate must be recommended by two Fellows for their Section Committee’s approval.” Candidates must be a dentist for 5 years or more and be over the age of 30. They must be willing to agree with the purpose and objectives of the Academy and cooperate in fulfilling that mission. They must have published scientific papers and hold a valid doctoral degree or higher. A Section can organize a Selection Committee to recruit the five to ten members a year. Section Chairs should not remain in that position for more than two years in order to bring “fresh air” to their Section. They hold a “rush” meeting with prospective candidates and current Fellows to present the various reasons why a member of PFA is presented to inform and to renew membership enthusiasm. It is important for Section Chairs to remain in touch with their members by having at least an annual newsletter in their own language.

Trustee Charles Eller notes that the number of candidates to recruit depends on the size of the dental population in an area. A two-year limit for a Section Chair may be too short a time to discover what the problems are to fix.

Trustee Hubert Ouvrard states that Sections could solicit candidates from the teaching institutions. These candidates have many contacts among their former students to increase the membership pool.

Trustee Karyn Stockwell writes that in her Section they send out a letter requesting candidate nominations from the existing Fellows to create a prospective group of possible members. The PFA “requirements” for membership are too vague and need clarification so that Section Chairs have a guideline from which to operate.

Trustee Richard Walsh agrees that some types of minimal requirements are necessary to maintain the “honor” of being asked to become a Fellow. Having “nominating sponsors” is a good one so that future activity can be minimally maintained through that sponsor. In a small Section like Rhode Island, where the number of existing dentists is relatively stable, three or four are chosen every year to replace the deceased and retired members that have fallen by the wayside in the year. Sections that have active service projects, and a regular means of communication with their Fellows, keep a high percentage of their members.

Trustee Report

International Trustee Mamoru Sakuda very insightfully reflects on the eastern Asia sphere of influence. The eastern Asia sphere of influence centers on Japan, economically and politically. That is why Japan is called on to lead. But it is difficult to lead when the Sections around you are mired in their own politics and depressed by their own economies. There are nine existing Sections. PFA is attempting to establish one in mainland China. But China puts up walls to make it difficult to get in. Friends of the past, as in the Republics of China (Taiwan) and of Korea, are divided.

Hong Kong has reverted to mainland China, and Singapore is not the international bastion it once was.


However, both are still doing well as Asian trade centers. India, Pakistan/Afghanistan, the Philippines, and Malaysia are too poor to support dentists to be able to afford PFA Fellowship. Partial Fellowship brings them membership, but no communications—like Dental World, let alone Dental Abstracts. And the various languages do not aid communications between themselves even. The influence of PFA, centered in the United States, is a distant concept and not a real presence of aid, communications, or Fellowship. Others of the many Asian countries are worse off. Not only are they poor and isolated from the United States, but also their level of dentistry is very low—with nowhere to go for assistance. And the need there is greater than anywhere else. How might we resolve this discrepancy is the question we must face and answer.


Awards Luncheon of the PFA Academy

The annual PFA Awards Luncheon was held on Tuesday at noon this year due to the ADA Meeting schedule change from the weekend to the beginning of the week. As usual, the Luncheon honored several outstanding dentists that have well served their profession. Presiding over the event and presenting the introductions was outgoing PFA President Howard I. Mark. Giving the Invocation was PFA Foundation President M. David Campbell.

After an excellent meal and entertainment by an Elvis impersonator, Vice President and Awards Committee Chair James Englander introduced the Awards recipients.

The highest PFA Award given out, the Elmer S. Best Award, had been presented to Dr. Pierre Machtou of Paris, France, last June in Paris at the headquarters of Dental Faculty Paris Garanciere by Immediate past President Michael Perpich, International Trustee for Europe Hubert Ouvrard, Section Chair for France Dean Marie-Laure Boy-Lefevre, and International Trustee-emeritus Pierre Marois.

The highest PFA Award presented in the United States is the Pierre Fauchard Gold Medal. This year by unanimous vote of the Board of Trustees, the Medal was presented to Dr. Rex Ingraham, Professor-emeritus of USC, for his lifelong service to dentistry.

The PFA Dental Trade & Industry Award is given to a company in recognition for their outstanding contributions to the profession of dentistry. This year’s award was presented to Dentsply Corporation of Canada and accepted by their Vice President of Professional Relations George R. Rhodes.

The PFA Distinguished Service Award was given to two outstanding former PFA Presidents. Dr. Carl G. Lundgren had served PFA as International Trustee from Southern California, as Academy President (1993-94), then became the PFA Foundation Vice President and Chairman of the Grants Committee, and finally as PFA Foundation President. His other honors—such as President of the International College of Dentists, USA Section—are long and numerous.

The other PFA Distinguished Service Award was presented to Dr. H. Raymond Klein.

Dr. Klein has served PFA as International Trustee from Florida, Academy President (1991-92), and then as Chairman of the Hall of Fame Committee for many years. His other honors—such as the current President of the American College of Dentists and more dental organizations as their President—stretches for pages.

The PFA International Honorary Fellowship is rarely given out except to a rare individual who has exceeded professional standards in their entire life’s work globally, in dentistry as well as their own communities. Such an outstanding person is Dr. Michele Aerden of Belgium, President of the Federation Dentale International. She was most gracious in attending our banquet to accept our presentation. Dr. Aerden’s list of service to the profession and to the world would fill a book. PFA is very honored to have her join us in continued service to the dental profession.

The International Trustees Retiring Service Award was presented to Dr. Robert S. Hart of Florida who had been International Trustee representing Region III, the Southeast USA, for many years.

And to Dr. Charles G. Eller of Southern California as the International Trustee for Region V, the Western USA. Dr. Eller will become the PFA International Vice President.

The PFA Section Chair Service Awards were presented to this year’s retiring Section Chairs.

The Installation of Officers for 2006-2007 commenced with Immediate past President Michael Perpich giving the oath of Office to Dr. William J. Winspear of Australia, who was installed as PFA International President, and to Dr. James A. Englander of Wisconsin, who was installed as International PFA President-elect, and to Dr. Charles Eller of Southern California, who was installed as International Vice President.

Dr. Howard I. Mark of Connecticut will automatically become the Immediate Past President. Dr. Richard A. Kozal of Nevada continues to serve as the Academy’s Secretary General. And Dr. James M. Brophy III of Illinois continues to serve as the Academy’s International Editor.

Dr Mark also presented Assistant Secretary Judy Kozal with an Appreciation Award for her exceptional services throughout the years on behalf of PFA and particularly his year in office.

Nevada Chair William Rohel took this occasion, while in Las Vegas, to induct 15 new members into Fellowship.

Outgoing President, but hardly retiring, Dr. Howard I. Mark thanked everyone in PFA for making his year one of the stellar memories in his life. He was exuberant in discussing all the wonderful Fellows he had met around the world on his visits, thanked the PFA staff, and particularly thanked his wife Sheila for her patience in assisting him.

PFA Museums Revisited

Secretary General Richard Kozal had made arrangements to bus any attending PFA Fellows and guests to tour the PFA-initiated dental museums in the Community College of Southern Nevada and the one in the new dental school at the University of Nevada-Las Vegas. Many of the Officers and Fellows had contributed old dental equipment and records to the different dental museums that the Academy, with funding from the PFA Foundation, had established in different locations.

The preparatory work in setting up these museums, mostly performed by Curator Richard Kozal for the PFA Museum Foundation, has been completed, and the maintenance of the museums signed over to the hosting institutions.

Thus proudly completes another PFA project. Further assembly of other dental museums, in answer to requests from dental institutions to do so, is being evaluated.

In 2002, Secretary General Richard Kozal had reorganized the ad hoc Academy Museum Committee into a “public charity foundation” entitled the Pierre Fauchard Academy Museum of Dental History in order that it might itself receive tax-deductible donations from other individuals. This status needs to be renewed every year.

Down the hallway from the Academy Meeting, the PFA Foundation held their annual Board Meeting and Grants Review Session. Foundation President M. David Campbell called the Meetings to order with Trustee James Long giving the Invocation. All the Trustees and ex-officio Officers were present except for Dr. Nicholas Saccone, who was infirmed and could not travel from Pennsylvania.

Treasurer’s Report

Foundation Treasurer William Kort was in excellent form. He had spent some time this year getting the books and records transferred from retiring Treasurer-emeritus George Higue to a new accountant located closer to his office.

Investments made by Dr. George Higue are still locked in at 6.5%, but as they mature, the best that can be achieved right now is at 4.54%. Operating expenses have remained within the budget.

Fund-raising efforts by Vice President Larry Barrett have produced some substantial addition to our principal. The fund-raising effort is schedule to continue for three years, with many Fellows making installments on their pledges. Some 12 Shira Awards were presented at the annual Banquet.

The Budget for 2006-07 was presented, discussed, and approved.

Chair Howard Mark presented the final revised copy of the ByLaws as amended last April for final ratification by the Board, which was adopted.

Executive Director’s Report

Executive Director Fred Halik noted that the Minutes of the April Interim Meeting last April in Chicago had been mailed to everyone. He then called for any corrections before their adoption.

Dr. Halik discussed some of his operation problems in sorting out the many misconceptions about filing for Foundation grants. He urged everyone to check out the Web site first as that would answer many of the questions both he and Richard Kozal had to field from the many inquiries.

He particularly noted the confusion in some minds between the work that the Academy does and that of the Foundation. Because Dr. Halik had been a past Academy President and Dr. Kozal has been the Executive Director, both are well versed in each other’s duties and can handle most of the inquiries. But answering questions that are on our Web site are very time-consuming efforts apart from their routine duties. A check of the Web site and its links would be more efficient for all concerned.

With Grants Program applications on the Web site in a downloadable form, requests for forms have dropped 75% in the last year. While Grant requests have dropped 20% over the past year, those rejected also were reduced by over 80%, resulting in more Grants to be considered in 2006.

The Scholarship Program always has a few glitches. 64 U.S. dental school scholarships were allotted, but five dental schools have never replied to two mailed notices to the deans. Those schools not responding for the student scholarships are: the Universities of Arizona, Boston, Colorado, Florida, and the Nova Southeastern (Florida).

Of the non-U.S. dental scholarships presented for 28 dental schools, only nine were picked up last year. Lack of response from the schools themselves is the major problem, but the lack of the Section Chairs and/or Trustee to assist in defining which are legitimate dental schools and helping to make contact with them is the other. This year, 29 non-U.S. dental schools have been selected.

The Disaster & Relief Committee as a response last year to aid in the Hurricane Katrina’s aftermath was a compassionate expression of the Foundation’s desire to be of assistance. However, parameters upon which the Foundation could become involved were difficult to establish. What was done was that the Academy rescinded dues payment for 2005-06 for the Fellows from the affected area, upon receipt of a letter from them asking for this relief.

The Foundation awarded a substantial grant to the Greater Baton Rouge Community Clinic. That clinic had accepted LSU students from New Orleans to operate a preceptorship program out of their facilities to assist the displaced dental students in achieving their clinical requirements in order to graduate. All the LSU students were able to graduate on time, thanks to the Foundation funds to help expand their facilities to accommodate them. The first two floors of the New Orleans-based LSU School of Dentistry were totally ruined. The scramble from the area’s affected dentists for new dental equipment made it nearly impossible to move the entire school to Baton Rouge, establish clinical facilities there, and build up a patient load. The established Community Clinic was able with funding to expand their operation to encompass the students’ needs without negatively affecting their own dentists’ needs. The situation was so successful that LSU is undertaking the same program this year while the dental school is being rebuilt.

Academy Report

PFA President Howard Mark gave a report to the Foundation Board on the status of the Academy’s activities to date. He then submitted his request for the Academy for two grants to cover publications and to upgrade the PFA Web site.

Grants Committee Report

Chair Gary Lowder presented 41 Grant applications for review by the Board. There were more requests for funding than funds existed to fund them. So a review of the grants was then gone through, one by one. The entire Board discussed all 41 requests and 11 were rejected. That left some 30 approved projects accepted. Rather than reject any more due to lack of funds, or willy-nilly cut some and not others, the Board determined to fund all the remaining projects to the extent that funds remained. This came out to be 69% of the amounts requested, including the two Academy grant requests.

Dr. Halik then led the discussion concerning which non-U.S. countries qualified for dental school scholarships. The scholarships are apportioned out on the basis of PFA membership numbers. The United States has 75% of the membership, so each U.S. dental school is offered a scholarship. That amounts to 68% of the scholarships awarded. The remaining scholarships are offered to non-U.S. dental schools in countries having a membership minimum of ten Fellows, on a rotating basis for the minimum qualifying countries. This year, those countries up in the rotation to receive the offer are: three scholarships to Australasia; one to Belgium; five to Canada; one to Chile; one to Costa Rica; one to the Czech Republic; two to France; one to Germany; one to India; one to Ireland; one to Italy; two to Japan; one to Kenya; one to Mexico; one to the Philippines; one to Poland; one to the Korean Republic; one to Spain; one to Switzerland; one to the Netherlands; and one to the United Kingdom—for a total of 29. The allocation was discussed and approved by the Board. Scholarship funds that were to have been distributed by our late Trustee Bernardo Levit, attempts to present them to the recipients are being made. Failing that, the money will be returned to the Foundation for re-allocation.

Dental Museum Foundation

This was a separate foundation established to be an oversight committee for the museum projects and to remove the liability, if any, from the Academy and the Foundation. Neither of the organizations has any financial responsibility left concerning the museums. Curator Richard Kozal is in the process of having the recipient institutions sign documents to maintain the donated museum pieces and assume all liability and further financing.

Old & New Business

Trustee Min Horiuchi presented a motion to consider grant applications at the Interim Meeting as well as at the annual Meeting in order to cover the timeline for academic institution planning and funding. This was discussed and no action was taken.

Trustee Carl Lundgren made a motion NOT to have an Interim Meeting this year in order to save the cost of hosting one since there did not appear to be any immediate business to transact at this time. Motion was adopted. Vice President Larry Barrett moved that any matters requiring Board action be placed in the hands of the Executive Committee for decisions in the time between their next annual Meeting in San Francisco next year.

Dr. Howard Mark was voted to a seat as a full Foundation Trustee, since he was no longer PFA President. Academy President-elect James Englander will come on the Board as an ex-officio officer, while PFA President William Winspear remains the same as his Academy title changes.

Fund Raising Report

Chair Larry Barrett presented his report on the amount of monies received to date. All contributions are being listed in Dental World to acknowledge them and express the Foundation’s appreciation to the members for helping out in this shortfall of funds. Dr. Barrett distributed the Dr. Shira Certificates for contributions over $1000 at the Awards Luncheon.

At this time, International Trustee Barry Dolman of Canada presented a $1500 check from the Canadian Section Fellows. International Trustee Mamoru Sakuda of Japan presented a $1000 check to Dr. Barrett from the Japanese Fellows, and a personal $500 check from himself. Editor James Brophy presented a check for $1000 for the dental scholarship fund.

The award was presented by Dr. J. G. Kannappan, President of the Indian Association of Forensic Odontology, and Former Principal of the Government Dental School Chennai, during the Inaugural Function of the 4th National Conference of the Indian Association of Forensic Odontology held at Penang International Dental College in Salem last September.

Republic of Moldova

Dr. Steven Mackler, Chair of the North Carolina/Moldova Bilateral Committee, expresses his appreciation for the PFA support of the fluoride varnish program in the Republic of Moldova. PFA was the original supporter of this successful cooperative project that treated 9000 children in local orphanages. This program has served as a model for other eastern bloc countries. They ask that we consider funding a third program there with a grant of $1000.

Professors Vickie Overman and Charlotte Peterson of the University of North Carolina at Chapel Hill School of Dentistry immunized 2710 children against chickenpox and provided dental fluoride treatments to some 4686 children in some 25 boarding schools and orphanages in 11 cities and villages across the country. The Instructors were assisted by four medical and dental soldiers from the North Carolina Army National Guard. The September 2005 program included vaccinating 1400 children against Hepatitis-A.

PFA Dental Student Awards were presented to Columbia University College of Dental Medicine students Becky W. Gong and Caroline M. Hocking, to New York University College of Dentistry student Brian Fabb, to SUNY-Buffalo School of Dental Medicine student Perichole L. Eilers, and to Stony Brook University School of Dental Medicine student Larissa M. Figari.

The Foundation Scholarship Award was presented to junior Keith DaSilva at the Columbia University College of Dental Medicine by Dean Ira Lamster and Associate Dean Martin Davis last May. Keith DaSilva was Co-chair for the student tutorial of the Academic Success Program.

Michigan
The Foundation Scholarship Awards were presented to Anne Lin of the University of Michigan School of Dentistry and to Rebecca Himm from the University of Detroit-Mercy. Their honor was highlighted in the Michigan PFA’s newsletter, News Update.

Anne Lin is originally from Maryland and has won the 2003 American Association of Dental Research (AADR) Student Research Fellowship. She presented her findings at the 2004 IADR Meeting. She will be entering an oral surgery residency program at Mt. Sinai Medical Center in New York.

Rebecca Himm joins her father’s dental practice in Livonia. Dr. Rebecca Himm was a 2005 volunteer for the Bay Cliff Health Camp and has participated in the “Give the Kids A Smile” programs.

A Foundation-sponsored program and supported by the Michigan PFA for the last four years, the Bay Cliff Health Camp provided dental care for the physically challenged again this year with dental students from the University of Detroit-Mercy School of Dentistry’s PFA Mentorship Program. Dr. Cheri Newman, an adjunct instructor in patient care, led the team of RDH Stephanie Newman and Dr. Will Thompson to assist in providing the dental treatments. Past PFA President and current Foundation President David Campbell and his wife Janet were volunteers a couple of years back and wrote an article for Dental World on the experience.

New Fellows with Canadian PFA Officers and President Howard Mark

Argentina

International Trustee for Latin America Ernesto Acuna installed Dr. Norberto Montheil with his medal of authority as Section Chair for Argentina to replace our late lamented Senior Trustee Ernesto Levit.

Australia/New Zealand

International Trustee Jonathan Rogers reports that they currently have 299 Fellows with another 50 to 60 to be inducted at their biennial Australian Dental Association Congress in Sydney next year March. The current officers are: Section Chairman Mark Sinclair of New South Wales, Secretary/Treasurer Patrick Meaney of New South Wales (the largest populated State in Australia), Trustees Richard Sawer of South Australia, Gerry Clausen of Victoria, and Dexter Bambery of New Zealand. Last November, they hosted a successful Regional Dinner in South Australia at the Adelaide Club. Another Regional Dinner was held in Sydney this September at the Wharf Restaurant on the Sydney Harbour with some 74 in attendance along with Federal President of the Australian Dental Association Bill O’Reilly, NSW ADA President Chris Wilson, CEO of ADA NSW Matthew Fisher, ICD President-emeritus Sydney Dobbin, and noted prosthodontist Norton Duckmanton. PFA President-elect William Winspear attended both dinners, and he expressed his appreciation for mentor Brigadier Gordon Rowell.

The Hall of Fame Committee nominated famed orthodontist Dr. P. Raymond Begg for induction into the Hall of Fame in May, 2007, probably at P. R. Begg Museum in Adelaide.

Their Section's highest honor is the Gordon Rowell Prize. Gordon Rowell was the first President of the Australasian Section of PFA. He provided leadership and inspiration to the profession throughout Australia and in New South Wales in particular from the 1950s right through his retirement in 1990. This Editor first met Dr. Rowell in 1989 at a PFA Annual Meeting. Like the U.S. General Shira, General Rowell was of strong character, truly an inspiration to anyone who knew him. Bill Winspear was a lucky professional to learn at the feet of such a great man.

The PFA Student Awards of Excellence, which has a $600 AUD honorarium attached, were presented to three Fiji dental students attending the Fiji School of Medicine’s School of Oral Health.

Belgium/Luxembourg

Chair Jose Dahan hosted a March Meeting with speakers attorney Philippe Meulders, who addressed organizing medical Web sites, and Philippe Limbourg, who creates professional Web sites for doctors. This is an important topic as European laws are very strict regarding medical promotion in Europe. Dr. Dahan attended the annual Meeting in Las Vegas to discuss linking their Web site with the PFA site. The Belgium Section has proposed holding different European PFA Section Meetings in different countries so that all the European Sections might exchange ideas and suggestions for improving the PFA public image with other dentists.

Newly inducted Honorary PFA Fellow, FDI President Michele Aerden attended the ADA meeting Session to receive Honorary Fellowship from PFA and International Dentist of the Year Award from ADI.

Brazil

Section Chair Henrique Teitelbaum passed away last September, we were informed by the Brazilian Odontological Associacion. He had been ill with cancer. He was buried 8 September in Porto Alegre. International Trustee Ernesto Acuna sent condolences on behalf of PFA to his widow Suely.

Canada

Trustee for Canada Barry Dolman reported holding their annual Meeting in St. John’s, Newfoundland, in coordination with the annual Canadian Dental Association Convention. Their Awards Luncheon had over 100 in attendance including CDA President Wayne Halstrom. CDA Past President Jack Cottrell, CDA Vice President Deborah Stymiest, along with PFA Chairs Gary MacDonald (Atlantic Canada), Aldo Boccio (Ontario) and past CDA President Tom Brenneman (Western Canada), ICD President Gordon Thompson, ACD President Marcia Boyd, DCF President (and past CDA President) Bernie Dolansky, and CDA past Presidents Ray Wenn, Louis Dube, Toby Gushue, Alf Dean, George Sweetnam, JCDA Editor John O’Keefe, and University of Montreal Dean Claude Lamarche.

The Canadian Region installed 30 new Fellows: Drs. David Zaparinuk, Paul Demarco. Marc Robert, Marina Sexton, Thomas Randall, Donald Walsh, Bruce Ward, Brian Rinehart, Mark Darling, Robin Gamble, Stuart Root, Christena Chruszez, Barry Maze, Marc Mollot, Randall Croutze, Patricia Kmet, Adrian Palencar, Larry Raley, Myron Stein, Christopher Haunsperger, Wayne Maillet, Barry Fleming, Jack Sherman, Carolyn Poon Woo, Ross Anderson, Brenda Thomson, and Scott Maclean.

PFA President Howard Mark attended and addressed the luncheon. The Canadian Section Distinguished Dentist of the Year Award was presented to Fellow Burton Conrod (a past CDA President) of Sydney, Nova Scotia, who is currently FDI President-elect.

Susan Conrod, a junior at Dalhousie University, was the winner of the Dentsply competition to represent Canada in the Las Vegas finals.

DCF (the Dentistry Canadian Fund – an arms-length charitable fund of the Canadian Dental Association) is working with PFA Canada to formulate a fund so as facilitate Canadian charitable donations to PFA.

The next PFA Section Banquet Meeting will be during the CDA Meeting in Jasper, Alberta, next May 24-26. 2007.

Chile

International Trustee for Latin America, Ernesto Acuna, participated in the Induction Ceremony last year in Santiago de Chile by invitation of Dr. Luis Felipe Jimenez, then Section Chair. He participated in their Induction Ceremony at the Intercontinental Hotel to bring in nine new Fellows before a crowd of 55 attending. Trustee Ernesto Acuna presented Chair Jimenez his medal of authority as Chile Chair.

Fellow Mauricio Rudolph, head of the Centennial Foundation of the Odontological Chilean Society (Sociedad Odontologica de Chile), invited all the PFA officers to attend their Centennial Ceremonies in August 2007.

Costa Rica

Chair Ronald de la Cruz reported that the Costa Rican PFA Section had been legally registered as an Association last April 2005. Dr. Cruz will continue to serve as Section Chair. The Section Fellows are composed of current or former faculty members of the University of Costa Rica School of Dentistry. Their 2004 renovated multi-media laboratory created two case presentation/conference rooms, an office for the media technician and a large student computer work area. Ten student-use desktop computers were acquired for the lab that are connected to the Internet by a wireless network. The Professors have seven multimedia projectors and six laptop computers for classroom use. Students are required to make case presentations using this equipment. The lectures are put on DVDs in Spanish and may be shared with other Latin America dental schools.

Financial restraints have limited their goal of bringing a world-class lecturer to Costa Rica so they have allied with FUNDECO, Costa Rica’s non-profit organization for continuing dental education. The Loader-Brenes Espinach Lecture will become a part of their annual event.

Costa Rica is the home of the late Fernando Brenes-Espinach who endowed the Foundation to serve the dental needy.

Section Chair Professor Alexander Mersel is reorganizing the Section after the various war activities have ceased to allow safe movement around the country.

Italy

New Section Chair Dr. Andrea Pantarotto will host a PFA meeting in February 2007.

Kenya

Chair Pankaj Patel has been organizing an African Section. This year they have been helping support a Kenya Dental Center.

Macedonia

Chair Professor Branislav Dastevski has inducted a new member during the 4th Congress of Dentist in Macedonia.

Mexico

Chair Ernesto Acuna (Latin America International Trustee) held their Induction Ceremony last November at the Centro Asturiano where ten new Fellows were taken into membership. Past PFA President Gary Lowder attended to assist. Following the Induction ceremony, Founder and former Dean Armando Hernandez of the Dental School of the Universidad de Lasalle Baijo introduced his school’s Foundation Scholarship recipient. The PFA Mentorship Program was introduced in the three dental schools in Mexico City—Intercontinental University, Technological University of Mexico, and Latin-American University. Twelve students are currently participating.

Netherlands

Chair Dr. Anette Dony-Nabe held a PFA Meeting last Autumn in Apeldoorn and a Spring Meeting in Utrecht. They inducted six new members and elected Dr. Buisman as their new Secretary and Dr. Donker as their new Treasurer. They presented two student Awards.

Japan

The Japan Section hosted their PFA annual Meeting this November at the Shofukaku Hotel in Shizuoka. More information will be forthcoming.

United States

Arizona

Chair Anita Elliott hosted their annual Breakfast Meeting last March in conjunction with the Western Regional Dental Convention. The Fellows voted to help sponsor the new mentorship program being initiated by the new Arizona School of Dentistry. They also discussed developing a scholarship opportunity for the graduating class of 2007. Nine candidate forms have been turned in and a Fall Meeting is scheduled.

California, Northern Section

Chair Daniel Castagna held their Section annual New Fellow Installation and Awards Luncheon last September during the California Dental Association Scientific Session in San Francisco. Nine qualified candidates were granted Fellowship by President Howard Mark, who also talked about PFA activities. Six University of the Pacific and six University of California-San Francisco faculty and dental students received recognition certificates and scholarships. Dr. Patrick Ferrillo was introduced as the new Dean of the Arthus A. Dugoni School of Dentistry. Dr. Dennis Hobby, California Dental Association President, was the keynote speaker. Currently, the Section has 225 members. Two Academic Scholarships of $1000 each are awarded to each dental school. Two Dental Faculty Development Grants are awarded to each dental school.

Dr. Stafford Duhn is Secretary/Treasurer. But both intend to move on next year. Dr. Castagna will become Region 5 PFA Trustee.

California, Southern Section

Chair Charles Eller had also been serving as Region 5 PFA Trustee and will be moving up to PFA Vice President. He has served as the southern California Chair for nine years. They installed 14 new Fellows so far this year.

The Section has been very active in moving Foundation grants into much needed dental treatment areas, such as the MEND Project in Pocoima of Dr. Richard Marias, the Student-Run Free Clinic sponsored by the University of California-San Diego, St. Leo’s Clinic in Del Mar, the Esperanza Project in Baja California. The Central Office was able to arrange for seven dental chairs to be donated and Dr. Bob Bobbit will contact the Tijuana Dental School to see about setting up dental student satellite offices to serve the dental compromised. Two Fellows travel to the Philippines to work in a mission clinic and PFA will be supporting them with funds for supplies.

Dr. Bill Mihram publishes their newsletter PerSpecTives, which is as good a publication that exists. Doug Cassat will serve as the new Section Chair.

Connecticut

Chair William MacDonnell has retired and Dr. Robin Mark Santiago has replaced him. International President Howard Mark and International Trustee Richard Walsh attended their annual Meeting.

Indiana

Chair David N. Matthews hosted their annual Breakfast Meeting last May in conjunction with the Indiana Dental Association annual Session. New fellows Drs. David Painter and Dale Lentz were welcomed into membership. Dr. Ron Hathaway, Associate Professor in Orthodontics at the Indiana University School of Dentistry, spoke on the treatment of craniofacial patients. The PFA Senior Student Award was presented to Jeremy Bruner at the Indiana University School of Dentistry Awards Ceremony last May.

Massachusetts

Chair Norman Becker’s Section has been doing an outstanding job. Their “Breakfast at Yankee” during the Yankee Dental Meeting was attended by International Trustee Richard Walsh. Later that weekend, Dr. Becker was honored with the prestigious James Etherington Award of the ADA 1st Trustee District.

Dr. Norman Becker, a nationally respected dental editor, received the Distinguished Alumnus Award from Indiana University’s School of Dentistry’s Alumni Association. A 1946 dental graduate of IU, Dr. Becker served for 25 years (until 2005) as Editor-in-Chief of the highly regarded Journal of the Massachusetts Dental Society where he has devoted 45 years to the publications staff. He has received numerous awards from ICD and has served as President of the American Association of Dental Editors. Dr. Becker is only one of two non-musicians to be honored with membership in the International Press Club Jazz Hall of Fame for his insightful work in the study between dentition and musical instrument mouthpieces, which has drawn many musicians to his practice, such as Louie Armstrong. He is a Fellow in PFA, ICD, ACD and AGD. He continues to practice in Revere with his son David Becker, and his grandson Todd Belf-Becker.



Michigan

The Michigan Section is restructuring itself as per their discussions last November during the Detroit District Dental Review in Dearborn, as reported by Section Chair and International Trustee Joseph Harris. They have produced their first four-colored newsletter edited by Dr. Michael Maihofer. Dr. Edward Sarkisian is the Treasurer. Dr. Susan Luft-Marcotte was named Chair of the Membership Committee. Dr. Greg Mosevian will Chair the Clinics and Education Committee. Dr. Wally McMinn chairs the Committee on Philanthropic Affairs. Fellow Cheri Newman reported on the Michigan PFA’s annual summer trip to Bay Cliff Summer Camp, which the Section helps to sponsor with an $8000 donation. A mentoring Program has been established with the Michigan Dental Association and the Detroit Dental Study Club. Five of the mentored students participated in the Bay Cliff Health Camp this summer.

Their Fall Meeting held in Dearborn during the Detroit District Dental Society’s Dental Review was attended by President Mark Barsamian of the Detroit Dental Study Club, President Ronald Paler of the Michigan Dental Foundation, Immediate past President George Goodis of the Michigan Dental Association, and President Joseph Krolling of the Michigan Dental Association. Fifteen dental students attended gratis due to donations made by the Sections Fellows. Fellow Edward Hirsch was presented with a special award of recognition for his service as MDA Trustee by MDA Presidents Joseph Krolling and George Goodis.

Last May the Michigan Section held their annual Spring Breakfast Meeting in conjunction with the Michigan Dental Association’s annual Session in East Lansing. Dr. Walter Lim of the University of Detroit Mercy Dental School was awarded the PFA Faculty Member of the Year Award. Five new Fellows were inducted into membership.

Nebraska

Section Secretary/Treasurer Gary H. Westerman reported holding their annual Luncheon Meeting last March in Omaha during the Nebraska Dental Association’s 138th annual Session. Section Chair Francis J. Cavlovic hosted dental students Al Burns from UNMC College of Dentistry who was the Foundation recipient of their Scholarship, and Travis Olson from Creighton University School of Dentistry who received the PFA Senior Student Award. Dr. Cavlovic noted the passing of Fellows Abraham Faier and Earle Person. Dr. Ahlschwede discussed submitting a grant proposal for NDA’s NMOM project for the Drug Rehabilitation Program in Omaha. Attempts are being made to follow up on the interest in hosting a student mentorship program.

Nevada

Chair William Rohel of Verdi sadly reports canceling several Las Vegas dinner meetings due to a lack of response from the membership. The Section has applied for a Foundation grant to work with St. Mary’s Hospital in providing dental services to those children ages 5 to 6 who fall between Head Start’s WIC program and the “Take Care a Van” kindergarten school sealant program. PFA sponsored a continuing education program in northern Nevada addressing the sales tax law and how it applies to dentistry. Chair William Rohel hosted 15 new Fellows who were inducted at the PFA annual Awards Banquet, and with the assistance of the PFA President, presented their Distinguished Dentist of the Year Award to Dr. George McAlpine.

New York

Chair Lynne Halik and Section Vice Chair Edward Feinberg hosted their annual Section Meeting last June in conjunction with the New York State Dental Association’s Board of Governors Meeting in Cooperstown. The invocation was given by NYSDA President Dr. Alfonso Perna Foundation Executive Director Fred Halik, past PFA International President, talked about the impact that the Foundation is making worldwide. Twelve new Fellows were inducted into membership: Drs. Burney Croll of Manhattan, Ashok Dogra of Flushing, Steve Harrison of Bronx, Howard Jay Kirschener of Far Rockaway, Michael Leifert of Manhattan, David Momtaheni of Manhattan, Ivy Peltz of Manhattan, Jeff Pierce of Manhasset, Kenneth Ronzo of Rochester, Jat Skolnick of Webster, Richard Speisman of Rochester, and John Varoscak of Manhattan. International PFA president Howard Mark gave the keynote address on the importance of membership and its benefits. Dr. Mark Feldman of Garden City was presented the PFA Honor Award and was running unopposed for ADA President-elect. Their June 2007 Meeting will be held in Puerto Rico.
Oklahoma

The PFA Section Chair William E. Goodman held their annual Induction Ceremony and Business Meeting Breakfast in conjunction with the April Annual Session of the Oklahoma Dental Association. Former Indiana PFA Chair Ray Maddox was the guest speaker talking on “Dentistry: Profession or Trade!”

Next year, the Oklahoma Dental Association will be dedicating their life-size bust of Pierre Fauchard, sculpted by Fellow Dr. Gary Gardner. The event is being considered for our annual Management Team Meeting site so that the PFA officers will be in attendance. Nine new Fellows were inducted into membership with some 65 in attendance.
